what’s a reasonable budget for ladies golf clubs?

That seems kind of steep, I’d highly recommend you take a look at ebay to see the current fair value on those clubs if they’re the ones you really want.
I wouldn’t suggest paying more than $400 on any set of clubs unless you were playing for a living.
your golf teacher is ripping you off. The best clubs for the money are the Adams 12pc os. You get everything for 700.00. Check it out on their website. Adamsgolf.com.
Depending on your height, you may have to use men’s clubs anyway. Just use a regular flex. It’s light. Basically if you are 5′7″ or taller, women’s clubs would be too short for you. If not, then it doesn’t matter. Don’t buy the Cleveland’s for that price. You can get the Nike Ignite set (I’m partial to Nike) for less.
